Well there are a couple questions.
Do they want to continue to go to class and study while playing bb and learning? they can still earn NIL as long as they are american citizens. So I am not sure Houstan can get NIL.
Do they want to spend their day doing nothing but practicing and playing basketball?
The NBA does not think like we do. They figure he can learn for a year for them. It is a better bet to get him now than waiting a year and maybe not getting him. The NBA looks at mid to long range plans. Rarely does a rookie come in and lead a team to a ton of wins. (Magic) They will gladly let him learn for a year or two in exchange for the player he becomes after that.
