Don't see those statutes remaining on the books very long. No, I'm not of the "Christ-what-is-this?-touch-football?" school, and am all for doing what we can to circumvent debilitating injuries, particularly in light of how much bigger and faster athletes are today vis-a-vis any other era's...with such sharper and ever-sharper collisions.
But the application of any such penalty will involve so much subjectivity and opinionation, I would think, as to defeat the whole purpose of rules like those very early on in their lives. There will be so many argument, replays, overrules and (in this sue-society of ours) litigations the game will suffer.
