Other coaches in the conference are making boatloads of money. There is boatloads of money being spent all over the place.

I think I read that Mich Athletic Dept lost something like $40 million in the last fiscal year, probably attributable to COVID policies for the most part.

after giving Franklin and Tucker a Boat load of cash to finish 3rd and 4th Michigan got a good deal.

I thought the deal was fair. I think the incentives are on par with other coaches in other conferences. A natty could net him over 10Mil.
I loved the "apparel allowance" of $4500 a year. I myself probably have 4 or 5 pairs of khakis and I would estimate that I spent a grand total of $500 on them.
