They have made a change whereby if a 15 yard penalty and targeting was called but the ref went under the hood and reversed it, the 15 yard penalty would be reversed also.
Don't know if that's clear.
Last year a 15 yard penalty and Targeting would be called. After reviewing the replay the ref could overturn the Targeting call (Which carries ejection I believe) bu the 15 yard penalty would still be enforced.
Beginning this year the 15 yard penalty will also be rescinded.

this is a no brainer that screwed a few kids and teams last year. it was the worst 15 yd penalty ever.
